Module 1: Overview of Canadian Regulatory Framework
- Structure of federal, provincial, and municipal regulatory roles
- The Cannabis Act and Cannabis Regulations (SOR/2018-144)
- The Food and Drugs Act and Safe Food for Canadians Regulations (SFCR)
Module 2: Cannabis Licensing and Compliance
- Types of cannabis licenses (cultivation, processing, sale, analytical testing,
research)
- Health Canada’s licensing requirements and application process
- Physical security, record-keeping, and inventory control (Cannabis Tracking System)
Module 3: Edible Cannabis Regulations
- Legal definitions: edible cannabis vs. cannabis extracts vs. cannabis topicals
- Maximum THC limits (10 mg per package for edibles)
- Ingredient and food safety restrictions (e.g., no added nicotine, caffeine, alcohol)
- Prohibited claims (nutrient content, health claims)
Module 4: Food Regulations (Non-Cannabis)
- Requirements under the SFCR for general food production
- Preventive controls and traceability requirements
- Packaging, labelling, and recall systems
- CFIA’s role in food regulation and enforcement
Module 5: Packaging and Labelling Requirements
- Cannabis labelling (plain packaging, THC/CBD content, health warnings)
- Bilingual requirements, standardized cannabis symbol
- Food allergen and ingredient labelling under the FDR and SFCR
- Differences between labelling for cannabis edibles and food products
Module 6: Good Production Practices (GPP) vs. Good Manufacturing Practices (GMP)
- GPP requirements under Cannabis Regulations
- GMP under the Food and Drugs Act (for natural health products and supplements)
